Lower Otay is battling an issue with algae currently, which is staining the water a heavy green. But this hasn't hindered the bass bite. Anglers have reported plenty of action for quality-sized fish, especially when flipping close to shore in the weeds. Reaction baits are also getting bit. Not much is happening for finesse anglers, as visibility is poor.
